Christiaan van der Merwe – CA(SA), CFA
Christiaan is married with two daughters and a son. Apart from being a dedicated father he is the managing member of a Western Cape based BEE Consultancy, Quants Management Consulting.
After completing his articles at PricewaterhouseCoopers he specialised in Company valuations and Transaction Services in the PwC Cape Town offices. He qualified as a Chartered Financial Analyst Charterholder in 2005. He then was appointed by PwC to review company valuations in Bloemfontein for 6 months.
In 2005 Christiaan joined a small Financial Consultancy, Exceed Financial Services. This is where he gained his first exposure to BEE. The commentary process on the Codes of Good Practice resulted in Exceed being invited to be one of the founding members of ABVA. Christiaan served on the initial board of ABVA. He is still involved in various processes pertaining to the formulation and providing guidance to industries regarding their own charter or sector code processes.
Exceed Empowerment merged with NERA and after nine months serving as director of NERA and fulfilling the role of COO and CFO of NERA Christiaan left to start his own BEE consultancy known as Quants.
Quants currently serve a wide range of clients across various sectors with a specific focus on large enterprises.
Our approach to BEE is focused on legal compliance, technical interpretation and practical implementation within those parameters.
A personal goal is to ensure that a stable and meaningful legislative framework is established which is practically implementable. We further seek to establish a more inclusive economy which is built on sound economic policy ensuring a better future for all South Africans.

Dionne Kerr
Dionne has developed Black Economic Empowerment strategies for South African and global companies across several industries and has actively engaged with several trade missions from all over the world to educate and address the issues around investment in the South African market. In addition DK has actively advised companies on Human Resources, Job Creation Programmes and Organisational Development for the past 10 years. Speaking at several seminars, conferences and events on the topic of Black Economic Empowerment and transformation Dionne remains at the forefront of South African transformation issues and is a leading authority on all matters surrounding an organizations journey to effective transformation.
An avid believer in community development, Dionne remains actively involved in issues involving Entrepreneurial Development, community development, job creation, disability support programmes and youth support.
She is a past recipient of the DIVA Africa award for her involvement in SMME Development, Dionne acts as a lead advisor to UKTI and presents widely on BEE for both inward and outward bound trade missions. She is the current serving chairperson of the National Association of BEE Consultants (NABC). Andile started working for a small estate agency firm as a trainee Sales & Admin Manager. He later joined Caltex Oil as a Retail Business Manager, managing a portfolio of business units comprising service stations (forecourt, convenience stores, etc.) and responsible for business development. This is where his interest in BEE developed. He was responsible for ensuring that the entire network of his area reflected the demographics of the country in the late 90s. He then left to join DaimlerChrysler SA as a Project Manager: BEE (BEE Specialist) responsible for implementing Broad Based Black Economic Empowerment after the release of B-BBEE Strategy, including policy development. He evolved with the process starting when the BEE Act was enacted up to the gazetting of the Codes on February 09, 2007. He then joined Eskom Holdings Limited and was responsible for B-BBEE implementation including other Socio- Economic Development initiatives such as Skills Development, Job Creation, Localization and Second Tier Procurement. He is a member of Specialist Technical Committee that oversees the challenges faced by the verification industry (SANAS) and is currently an executive committee member of the NABC.
