Forwarding and Clearing Sub-Sector Code
Introduction
Scope of Application:
F & C Industry includes activities that relate to all imports and exports conducted in respect of goods entering and leaving SA, as well as those transiting the country. This excludes importers and exporters whose core activities do not include forwarding and clearing.
The F & C Industry also includes freight management and supply chain logistics; carriage of cargo; service providers i.e. warehouses and transit sheds and the management of data.

Ownership - Foreign Ownership
Multinationals with local representation will implement B-BBEE strategies according to the guidelines set out in this SS Code. These will be encouraged to sell equity in their local operations.
If the multinational is unable to sell equity due to a global practice preventing this, they should consider an Equity Equivalent Programme. The guidelines for this programme are set out in Code 100 of the B-BBEE Codes of Good Practice.

Sub minimum impositions:
The sub-minimum imposition is 40%, and is imposed on each indicator.
Essentially, this means that unless a sub-minimum of 40% of the indicator’s target is achieved no points will be allocated for that indicator.
This applies to both the Generic and the Qualifying Small Enterprise scorecard, as well to the adjusted recognition for gender calculation.

The Skills Development Scorecard
Furthermore, the Private Sector commits to:
- Identify a talent pool, either internally or externally, of black people for accelerated development through the following options:
- International, regional or local assignments that provide high-quality operational and managerial exposure;
- Job rotation and multi-skilling programmes;
- Learnership and internship programmes;
- Further Education and Training Programmes (FET);
- Skills programmes;
- Temporary placement of unemployed learners;
- Provision of ABET and other life skill training; and
- Intra-industry exchange programmes.
- TETA will assist organisations in unlocking funds from the National Skills Fund (NSF) for Management and Learnership Programmes.
The Preferential Procurement Scorecard
Government departments, state-owned enterprises, and other public agencies will align their procurement policies to this SS Code when procuring goods and services. Government will apply the B-BBEE criteria when it:
Grants a licence to engage in a specific regulated economic activity;
Grants a concession to a private enterprise to operate as asset or enterprise on behalf of the state;
Enters into a public-private partnership; and
Engages in any economic activity.

The Private Sector commit to pro-actively seek opportunities to enter into joint ventures and make direct investments in black owned and black women owned enterprises.
